KMail refuses to compact inbox

If a folder can be compacted is controlled by a configuration option that is not available though the GUI. Perform the following steps:
  • open ~/.kde/share/config/kmailrc
  • search entry for inbox folder
  • change line "Compactable=false" to "Compactable=true"
